According to the United Nations patent agency, China became the top source of international patent application filings in 2019. Meanwhile, China’s justice experts are seeking ways to develop and strengthen the intellectual property system to protect all patent owners. What can they learn from the recent VLSI vs. Intel case, which might cost Intel $2.18 billion and have attracted tons of attention from the semiconductor industry? JW Insights invited Judge Randall Rader and Dean John Whealan to talk about further implications of the VLSI vs. Intel case. 

Judge Randall Rader is a former United States Circuit Judge and former Chief Judge of the United States Courts of Appeals for the Federal Circuit. Currently he teaches at various universities including the George Washington University Law School and Tsinghua University. 

Dean John Whealan is Associate Dean for Intellectual Property Law at the George Washington University Law School. Before joining GW Law, he worked at the U.S. Patent and Trademark Office (USPTO) as deputy general counsel for intellectual property law and solicitor.
